I love the idea of oral exams and quizzes. The challenge for the professor will be consistently adhering to a rubric when grading students over the course of weeks. Easy to compare performance and calibrate grades when all the papers are sitting in front of you; harder when comparing oral performance of different students over a span of weeks. And since there is no absolute 100%, comparisons matter. Since it will be challenging enough for the professor, I don't think peer reviews will be useful at all actually. Maybe at the end of the semester you could ask them to list the 3 students they think did the best in class. I would also consider adding a 1 on 1 oral exam at some point. Ten to 15 minutes per student in your office - one question provided in advance and one surprise question.
